This bill allows state employees to take up to 24 hours of paid leave per month to attend medical appointments or procedures at Veterans Affairs (VA) facilities with an eligible parent who is a veteran and has a serious health condition. An "eligible parent" is defined as a biological parent or someone who acted as a parent when the employee was under 18 years old. A "serious health condition" involves either inpatient care at a VA facility or ongoing treatment by a VA healthcare provider. A "veteran" is someone who served on active duty in the U.S. Armed Forces and was discharged under honorable conditions. The bill requires state employees to first demonstrate their eligibility under the federal Family and Medical Leave Act and provide documentation of the medical appointment, such as a VA appointment card. The Department of Human Resource Management will develop specific personnel policies to implement this leave provision, which is in addition to any existing paid leave benefits for state employees.
