This bill modifies the Illinois Criminal Justice Information Act by expanding the powers and duties of the Illinois Criminal Justice Information Authority. Specifically, the bill adds two new provisions: (1) the Authority is now authorized to use services and enter into agreements with outside entities for the purpose of scoring and evaluating grant applications (previously, they could only evaluate grant applications), and (2) the Authority is empowered to make grants to community-based organizations, local government agencies, non-profit organizations, and other eligible entities for various criminal justice and public safety programs. These programs include violence prevention and intervention, reentry after incarceration, youth development and mentorship, economic development, and civil legal aid. The bill also gives the Authority the ability to adopt rules necessary to carry out its responsibilities, effectively broadening its scope and flexibility in addressing criminal justice issues. The bill takes effect immediately upon becoming law, allowing the Authority to quickly implement these new capabilities.
