This bill amends the Community Mental Health Act to expand the definition of governmental units to explicitly include public library districts, granting them the same powers as counties, cities, and other local government entities to construct, repair, operate, maintain, and regulate community mental health facilities. The bill requires public library districts authorized to levy an annual tax for mental health services to establish a seven-member community mental health board, with board members to be appointed by the president of the library district's board of trustees, subject to the advice and consent of the district's governing body. The board members must be residents of the district and representative of various community groups interested in mental health, developmental disabilities, and substance abuse, with specific requirements about board composition, such as limiting governing body representation to one member and prohibiting board members from being employees of the Department of Human Services or receiving compensation from facilities under the board's contract.
