This bill temporarily prohibits the Minnesota Department of Natural Resources (DNR) from modifying the public waters inventory until July 1, 2027. The public waters inventory is a comprehensive list that identifies and classifies water bodies within the state. During this moratorium, the DNR cannot make any changes to the existing inventory. By January 15, 2027, the commissioner of natural resources is required to submit a report to the legislature detailing the process for modifying the public waters inventory. This report must be developed in consultation with various local government entities, including counties, cities, townships, watershed districts, and soil and water conservation districts, as well as other interested parties. The report will focus on potential legislative changes to ensure that any future modifications to the public waters inventory include opportunities for local government involvement and public comment. The bill becomes effective immediately after it is enacted, with the moratorium lasting until mid-2027.
