This bill appropriates $25 million from the Strategic Investment and Improvements Fund to the North Dakota Department of Commerce for a Housing for Opportunity, Mobility, and Empowerment (HOME) grant program to support affordable housing infrastructure development. The funding will be distributed across different community size categories: $7 million for communities under 5,000 people, $10.5 million for communities between 5,001-20,000 people, $6 million for communities over 20,000 people, and $1.5 million for rural metropolitan areas near larger cities. Communities can receive grants to lower infrastructure development costs, remove blight, and address local housing needs, with a maximum grant of $1 million for larger communities. The department can provide up to one-third of project costs if grantees secure two-thirds matching funds from non-state sources like local governments, tribal entities, developers, or private contributions. The department is required to submit a comprehensive report to the legislative management and governor by June 30, 2026, detailing the program's progress, expenditures, housing units supported, and matching funds raised. The bill is declared an emergency measure, making it effective immediately upon passage.
