This bill requires the Minnesota commissioner of human services to regularly update (or "rebase") dental payment rates for medical assistance and MinnesotaCare programs, starting on January 1, 2026, and then every three years thereafter. When rebasing these rates, the total amount spent on dental services cannot exceed the previous payment amount, which will be adjusted using the Medical Economic Index (MEI), a measure that tracks changes in healthcare costs. For the initial rebasing in 2026, the commissioner will use mid-2024 to mid-2026 MEI changes, and for subsequent rebasing, they will use the MEI changes between the midpoints of the base year (which will be two years prior to the rebasing) and the year the new rates take effect. Importantly, this rebasing requirement does not apply to certain types of dental care providers, specifically federally qualified health centers, rural health centers, state-operated dental clinics, and Indian health centers. The goal of this bill appears to be maintaining consistent and predictable dental service payment rates while allowing for periodic adjustments based on economic factors.
