This bill aims to improve access to career opportunities for 16 and 17-year-old students participating in or who have completed career and technical education (CTE) programs by expanding the existing statewide CTE task force. The task force will be charged with reviewing current laws, rules, and agency policies that create barriers for young students entering various professions. Specifically, the bill expands the task force membership to include representatives from school district CTE directors, worksite learning coordinators, labor and industries, career connect Washington, businesses, labor organizations, and other relevant stakeholders. The task force will develop recommendations to address obstacles preventing students from training, certification, and employment in their chosen fields, including identifying age restrictions and work limitations that may unnecessarily hinder student participation. The task force is required to examine agency rules that restrict minors' ability to start training, obtain licenses or certifications, and work in professions for which they have completed preparatory education. The recommendations will be reported to the governor, legislative committees, and state board of education by November 15, 2026, with the goal of creating more accessible and supportive pathways for students to engage in career and technical education programs and subsequent employment opportunities.
