Bill Summary

AN ACT RELATING TO CHILDREN; REQUIRING THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO OBTAIN IDENTIFICATION CARDS FOR CERTAIN CHILDREN FOURTEEN YEARS OF AGE OR OLDER IN THE DEPARTMENT'S CUSTODY FOR THIRTY OR MORE CONSECUTIVE DAYS.

AI Summary

This bill requires the Children, Youth and Families Department (CYFD) to help obtain standard identification cards for children in foster care who are at least 14 years old and have been in the department's custody for 30 or more consecutive days. The bill specifies that CYFD must provide the child an opportunity to get an identification card within 90 days of placement, with exceptions for situations like incarceration, elopement, disability, or specialized placement where transportation is difficult. The definition of "child" includes individuals between 14 and 19 years old, or between 14 and 21 years old if they are participating in the fostering connections program. If CYFD cannot immediately obtain the ID card due to special circumstances, they must do so within 90 days after those conditions no longer exist. The bill amends existing identification card regulations to explicitly allow CYFD to apply for and receive standard identification cards on behalf of eligible children, and sets the effective date as January 1, 2026. This legislation aims to ensure that foster youth have access to critical identification documentation, which can be important for accessing services, education, and future opportunities.
