AI Summary

This bill establishes the Georgia Quality Reporting Project (GQRP), a comprehensive healthcare data collection and analysis initiative designed to improve healthcare quality and reduce medical costs in Georgia. The project requires Medicaid care management organizations to submit clinical data from electronic health records monthly, starting January 1, 2028, focusing particularly on substance use disorder and opioid care. The data will be collected through Qualified Health Information Networks and combined with claims data to calculate state-level healthcare quality measures using standardized HEDIS (Healthcare Effectiveness Data and Information Set) methods. A working group will be created to develop the project's implementation framework, and the Department of Community Health will oversee the initiative. The bill includes strong privacy protections, ensuring that personal identifiers are not considered public records and are subject to HIPAA regulations. Healthcare providers will not be required to incur direct expenses for compliance, and submitting entities that fail to submit required data may face penalties up to $1,000 per day, with the potential for enforcement by the Commissioner of Insurance. The ultimate goals of the GQRP are to gauge treatment quality, improve patient care, reduce medical costs, and support clinical research in Georgia.
