This bill proposes to expand Medicaid in Georgia by creating a new program that would provide healthcare coverage for low-income adults aged 19-65 with annual incomes at or below 138% of the federal poverty level. The bill requires the Department of Community Health to submit a federal waiver request by October 31, 2025, to enroll eligible individuals into qualified health plans on the state marketplace. Eligible individuals must be U.S. citizens or documented qualified aliens and not more effectively covered by standard Medicaid. The state would fully pay premiums and direct costs for these individuals, and the Office of the Commissioner of Insurance would certify the qualified health plans. The department must annually report to the General Assembly on program enrollment, state costs, and cost control recommendations. The bill authorizes the department and insurance office to create necessary rules and regulations for implementing this Medicaid expansion program, which would be based on provisions of the Affordable Care Act, the Health Care and Education Reconciliation Act, and the American Rescue Plan.
