This bill modifies the requirements for a 3-hour Roadway Safety Driving Education Program administered by the Maryland Motor Vehicle Administration (MVA). Currently, individuals who have never held a driver's license must complete this program before qualifying for a license. The bill updates the program's content, expanding it from a previous alcohol and drug education focus to include a broader range of roadway safety topics. Specifically, the program will now provide instruction on understanding traffic signs and road markings, dangerous driving behaviors, work zone safety, impaired driving risks, criminal and administrative penalties for vehicle-related violations, the medical and psychological effects of alcohol and drug consumption while driving, Maryland's driving record and points systems, and other safety-related information. Additionally, the bill requires the MVA to establish regulations for certifying private entities to offer this education program. The changes are designed to provide more comprehensive driver education and safety awareness for new drivers, with the updated program set to take effect on October 1, 2025.
