This bill requires the Department of Homeland Security, the Department of Justice, and the State Department to develop a comprehensive strategy to combat how transnational criminal organizations use social media and online platforms to recruit individuals in the United States for illegal activities. Specifically, the agencies must first conduct a detailed assessment within 180 days of enactment, examining how these criminal organizations use digital platforms like social media, messaging services, gaming platforms, and other interactive communication technologies to recruit people, engage in criminal activities such as drug trafficking, human trafficking, weapons smuggling, and cyber crime. Within one year, they must submit a national strategy that includes improving inter-agency cooperation, creating a voluntary reporting process for recruitment efforts, enhancing intelligence analysis, fostering international partnerships, and increasing youth outreach and education about the risks of engaging with criminal organizations. The strategy must also protect civil rights and privacy, particularly for minors. The agencies are required to consult with various government departments and experts during strategy development and must submit semi-annual reports on implementation progress for five years. Importantly, the bill emphasizes that it does not expand the existing law enforcement authorities of these agencies and does not authorize additional funding for its implementation.
