AI Summary
This bill requires public schools in Mississippi, including public school districts, charter schools, agricultural high schools, and specific state schools, to develop and submit a policy to the State Department of Education by January 1, 2026, that either bans or significantly restricts students' cell phone possession and use during class or while under school employee supervision. Schools that fail to submit such a policy will face financial penalties, with the State Department of Education deducting one day of funding for each day of non-compliance after the deadline. The bill allows for certain exceptions to the cell phone policy, such as emergencies, medical necessities verified by healthcare professionals, or requirements specified in a student's individualized education program (IEP). While students can be suspended or expelled for sufficient cause, the bill explicitly states that a cell phone policy violation alone cannot be grounds for such disciplinary action, though suspension may be used as a last resort. The legislation will take effect on July 1, 2025, giving schools time to develop and implement their cell phone policies.
