This bill directs the Legislative Management of North Dakota to conduct a comprehensive study of historical health care mandates during the 2025-26 interim period. The study will include a detailed analysis of current health care mandates, examining when they were enacted, their original purpose, effectiveness, and current relevance. The study will also explore the history of health care mandates and step therapy protocols, which are procedures that require patients to try less expensive treatments before moving to more costly medications. To ensure a thorough investigation, the study will gather input from various stakeholders, including the Department of Health and Human Services, the Insurance Department, the Public Employees Retirement System, insurance providers, and other relevant organizations. By the end of the study, the Legislative Management is required to produce a report with its findings and recommendations, along with any proposed legislation needed to implement those recommendations, which will be presented to the 70th Legislative Assembly.
