AI Summary

This bill aims to address disruptive student behavior in Mississippi public schools by establishing a comprehensive framework for mental health assessment, intervention, and alternative placement strategies. The bill requires the State Board of Education and Mississippi Department of Mental Health to develop guidelines for mental health screenings, assessments, and interventions for students in kindergarten through 12th grade. Key provisions include mandating mental health screenings for students exhibiting signs of distress or disruptive behavior, requiring schools to develop policies for incorporating social and emotional development into educational programs, and creating mechanisms for alternative student placement when traditional classroom settings are no longer effective. The bill introduces a process for developing behavior modification plans, provides for potential referral to the Youth Challenge Program for habitually disruptive students, and emphasizes early identification and intervention for students struggling with mental health or behavioral issues. Additionally, the legislation seeks to reduce the stigma around mental health, improve school staff training in recognizing mental health challenges, and create a more coordinated approach to supporting students' mental and emotional well-being. The bill also provides legal protections for school personnel dealing with disruptive students and establishes procedures for potentially referring extremely disruptive students to youth court for alternative placement options.
