AI Summary
This bill requires agencies administering grant funds from specific American Rescue Plan Act (ARPA) programs to provide comprehensive financial reporting to the Department of Finance and Administration. Specifically, these agencies must report by October 1, 2025, detailing the amount of funds already spent, funds remaining to be expended, and funds yet to be requested for reimbursement by each subgrantee. The bill covers 15 distinct programs ranging from healthcare training and infrastructure to tourism support and water infrastructure. Agencies must notify subgrantees about these reporting requirements twice - within 30 days of the act's effective date and again on September 1, 2025. The Department of Finance and Administration will then compile these reports and submit them to key legislative leaders. Additionally, the bill mandates that agencies report any unspent Coronavirus State Fiscal Recovery Funds by November 1, 2025, with a formal report due by December 1, 2025. The legislation also provides the State Treasurer with the authority to transfer unobligated funds to the ARPA-MDOT Maintenance Project Fund, and allows the Department of Finance and Administration to transfer funds if subgrantees fail to submit two consecutive reports, ensuring accountability and efficient use of federal pandemic relief funds.
