This bill authorizes the North Dakota Department of Veterans' Affairs to borrow up to $3 million through a line of credit from the Bank of North Dakota during the 2025-2027 biennium, specifically to provide a grant to a nonprofit organization for constructing a welcome center, parking lot, and related infrastructure at a veterans' national cemetery. The line of credit's interest rate cannot exceed the standard rate charged to North Dakota governmental entities, and the appropriation is considered a one-time funding item. The funds will only be available after the U.S. Department of Veterans Affairs' National Cemetery Administration provides final project approval and construction authorization. The recipient nonprofit must submit a detailed report to the Department of Veterans' Affairs, including all invoices and checks, and the department is required to share this information with the legislative audit and fiscal review committee and report on the project's status during the 2025-26 interim. If the line of credit is accessed, the Department of Veterans' Affairs must request a deficiency appropriation from the legislative assembly to repay the borrowed funds.
