This bill establishes new rules for student eligibility in high school sports and activities in North Dakota. Specifically, the North Dakota High School Activities Association (NDHSAA) must presume no recruitment or undue influence has occurred when students transfer between school districts. Parents or guardians can verify a student's residency by providing documents such as utility bills, financial statements, mortgage or lease documents, property tax statements, or government-issued ID. The bill prohibits the NDHSAA from requiring proof that a parent has vacated their previous residence. Importantly, students with parents who have joint custody can transfer between school districts and remain immediately eligible to participate in sports and activities, regardless of how many times they move. This provision aims to provide more flexibility for students whose parents have joint custody, ensuring they can quickly integrate into their new school's athletic and extracurricular programs without facing eligibility restrictions or delays.
