This bill establishes a comprehensive program for "protection order hope cards" that will provide a standardized, trauma-informed electronic identification card for individuals who have obtained full protection orders. Starting January 1, 2025, people with valid protection orders (including domestic violence, sexual assault, stalking, vulnerable adult, anti-harassment, and extreme risk protection orders) can request a free hope card from the court when their order is entered or at any point before the order expires. The hope card will be a scannable electronic document containing key information such as the restrained person's name and date of birth, the protected person's details, case information, and critically, specific details about any firearm restrictions or surrender orders. The administrative office of the courts will develop this program in collaboration with various judicial associations, law enforcement agencies, and victim advocacy organizations, with a primary focus on prioritizing protection from harm and using a trauma-informed approach. The bill also requires courts to use consistent reporting mechanisms and database entries to ensure comprehensive and uniform implementation of the hope card program.
