This bill directs the Joint Legislative Audit and Review Committee (JLARC) to conduct a comprehensive review of Washington state's riparian programs (programs related to the areas of land adjacent to rivers, streams, and other water bodies) and submit two reports to the legislature. By December 1, 2025, JLARC must provide a preliminary report, and by June 1, 2027, they must submit a full report that includes a detailed list of funded riparian programs, specifying eligible entities, local match requirements, grant amounts, current and past funding levels, and an evaluation of each program's effectiveness. The report must also include recommendations about potentially continuing, enhancing, consolidating, or eliminating these programs, with a focus on identifying ways to improve funding access, reduce administrative burdens, and increase overall program effectiveness. The bill's provisions will automatically expire on July 1, 2028, making this a time-limited review and assessment of the state's riparian program landscape.
