This bill establishes a staffing committee at each Department of Corrections (DOC) facility to develop, implement, and periodically review a comprehensive facility-wide staffing plan. The primary goal of the committee is to ensure the health, safety, and security of both adults in custody and DOC employees. The staffing plan must be based on the specialized qualifications and competencies of staff, and tailored to the specific population of the facility. If the committee cannot reach an agreement on the staffing plan, a 30-day mediation process will be initiated, potentially involving a mediator appointed by the DOC Director. The committee must review the staffing plan at least annually, considering factors such as overtime hours, shift staffing variations, and any complaints. Any changes to staffing that affect unionized employees must follow collective bargaining procedures.
