This bill establishes the Task Force on Renewable Diesel, a 16-member group comprised of state legislators, government officials, and representatives from various industries and environmental organizations. The task force is charged with conducting a comprehensive study on renewable diesel, including analyzing its availability in Oregon, estimating current and future diesel fuel demand across different regions of the state (such as the Portland metropolitan area and areas east and west of the Cascade Mountains), and examining the potential implications of removing petroleum diesel from the marketplace. Members will investigate cost differences between renewable diesel and other fuels, explore incentives for increasing renewable diesel availability, and may develop additional recommendations related to diesel fuel. The task force is required to submit a report with potential legislative recommendations by December 15, 2026, and will be supported by staff from the State Department of Agriculture and State Department of Energy. Legislative members will serve in an advisory capacity, while other members will volunteer their time. The task force will automatically be dissolved on December 31, 2026, and the bill will take effect 91 days after the 2025 legislative session adjourns.
