This bill modifies North Dakota's youth deer hunting regulations by expanding the options for young hunters between the ages of 11 and 13. Currently, youth hunters in this age group are entitled to receive a statewide white-tailed antlerless deer permit, but the bill now allows them to alternatively receive an antlerless deer permit as determined by the governor's proclamation. The permit options provide more flexibility for young hunters entering the deer hunting landscape. The existing requirement remains that these youth hunters must be accompanied by a parent, guardian, or an adult authorized by the parent or guardian, with "accompanied" specifically defined as staying within a distance that allows uninterrupted visual contact and unaided verbal communication. This change continues North Dakota's approach of creating supportive hunting opportunities for youth while maintaining safety provisions that ensure adult supervision during hunting activities.
