This bill establishes a special education funding committee during the 2025-26 interim legislative period to conduct a comprehensive study of special education funding models. The committee will be composed of 18 members, including eight legislators (four from the House of Representatives and four from the Senate), as well as representatives from various educational roles such as special education directors, coordinators, school superintendents, and business managers. The committee's study will focus on examining special education funding mechanisms, including student contracts, high-cost students, residential placements, and Medicaid reimbursement. The legislative management will provide staffing and administrative support, and the committee may include temporary, non-voting members as needed. By the end of the interim period, the committee is required to report its findings and recommendations, along with proposed legislation, to the 70th legislative assembly. This study aims to gain a deeper understanding of special education funding and potentially improve the existing funding system in North Dakota.
