This bill establishes the Seniors Emergency Dental Program within the Oregon Health Authority to provide free emergency dental services to low-income seniors aged 65 and older who are not eligible for medical assistance. The program will offer emergency dental services including extractions, limited oral evaluations, and necessary X-ray services (such as periapical, bitewing, panoramic, and cone beam X-rays) without any copayments, deductibles, or cost sharing. To be eligible, individuals must be residents of an area served by a coordinated care organization, be at least 65 years old, not qualify for medical assistance, and have an income at or below 400 percent of the federal poverty guidelines. The Oregon Health Authority will contract with coordinated care organizations to provide these services and is authorized to create necessary rules for implementing the program. The bill specifies that the program will become operative on January 1, 2027, and will take effect 91 days after the 2025 regular legislative session adjourns. Additionally, the bill requires the Oregon Health Authority to study barriers to dental care access for seniors and submit findings to legislative health committees by September 15, 2026.
