This bill establishes new regulations for county financial reserves in Wyoming, limiting the amount of money counties can hold in reserve. Specifically, beginning July 1, 2025, counties will be prohibited from maintaining reserve funds that exceed their "annual spending amount," which is defined as the average total expenditures from the previous five fiscal years, excluding voter-approved specific purpose taxes. Counties must annually calculate their annual spending amount, report this information to the Department of Revenue, and identify any "excess funds." If a county has excess funds, it must provide public notice by July 15 and then refund these excess funds to property owners who have been county residents for at least one year, with refunds distributed on a pro-rata basis by August 15. If a county fails to refund excess funds by the specified date, the state treasurer will withhold double the amount of excess funds from future state payments, holding these funds in the legislative stabilization reserve account until the county certifies that it has completed the required refunds. The bill aims to prevent counties from accumulating unnecessarily large financial reserves and ensure that surplus funds are returned to local residents.
