This bill amends the composition of the North Dakota Outdoor Heritage Advisory Board by adding the department of water resources as an ex officio, nonvoting technical member alongside existing agencies like the department of parks and recreation, game and fish department, office of the state forester, and North Dakota association of soil conservation districts. The board will continue to consist of twelve members appointed by the governor, including four from the agriculture community, two from the energy industry, four from conservation groups, one from the North Dakota chamber of commerce, and one from the North Dakota recreation and park association. The bill clarifies that for grant applications to move forward, they must receive a favorable recommendation from a majority of board members present at a meeting where a quorum is established. The terms of board members remain four years long, with a maximum of two consecutive terms, and the terms will continue to be staggered.
