This bill modifies the definition of "alcoholic beverage establishment" in North Dakota law by adding a reference to section 5-01-21, which will expand the types of establishments that can be considered an alcoholic beverage establishment for gaming purposes. Additionally, the bill requires the legislative management to conduct a comprehensive study during the 2025-26 interim regarding the ownership of alcoholic beverage establishments by licensed charitable gaming organizations. The study will examine how often such organizations own these establishments, the methods they use to acquire ownership (including through subsidiaries, partnerships, and other organizational structures), the potential advantages and disadvantages of such ownership, and the interactions between gaming manufacturers, distributors, and charitable gaming organizations. The legislative management will be required to report its findings and recommendations, along with any proposed legislation, to the 70th legislative assembly. The current definition of an alcoholic beverage establishment excludes liquor stores, gas stations, grocery stores, and convenience stores, and this exclusion remains unchanged by the bill.
