This bill modifies the existing law regarding the no-paid services caseload managed by the developmental disabilities administration (DDA). The bill requires the department to hire two full-time employees dedicated to reviewing and maintaining the no-paid services caseload, which involves tracking the number of eligible individuals who are interested in receiving paid services from the DDA, either immediately or within the next year. Starting December 1, 2022, the department must annually report this information to the governor and legislative committees. The bill changes the previously mandated case resource management services, now allowing the department to provide only limited case resource management to clients on the no-paid services caseload. The case resource manager's role is now more narrowly defined to respond to clients, discuss their service needs, and explain available service options through the department or community resources. Importantly, the bill stipulates that inactive clients on the no-paid services caseload will not receive case resource management services, potentially reducing the administrative burden on the DDA.
