This bill establishes a grant program administered by the Oregon Department of Emergency Management (ODEM) to help counties and certain nonprofit organizations (501(c)(3) tax-exempt entities) make their community facilities more resilient against disasters. The program, funded through a newly created Community Facility Hardening Fund, will provide grants to help facilities upgrade or repair their infrastructure to better withstand events like wildfires, extreme weather, flooding, earthquakes, and other man-made or natural disasters. Applicants will submit grant applications that ODEM will evaluate and rank based on specific criteria, including the facility's level of need, the types of disasters likely in the region, the facility's potential role in emergency services, and whether alternative funding sources exist. The bill requires ODEM to develop detailed rules for the application process, including policies for applying, terms of grant agreements, and procedures to ensure funds are used as intended. Moneys in the fund will be continuously appropriated to ODEM specifically for implementing this grant program, with any interest earned being credited back to the fund.
