This bill amends North Dakota's voter list availability laws to broaden access to voter information while maintaining certain privacy protections. Specifically, the bill expands who can request voter lists and reports from the central voter file from just candidates, political parties, and political committees to any person, whether located in or outside of North Dakota. The legislation maintains strict rules about using voter information only for election-related purposes and prohibits selling or distributing such information for non-election purposes. The bill also preserves existing protections for certain sensitive voter information, such as maintaining "secured active" individual records as exempt from disclosure. Additionally, the bill specifies that any funds received by the secretary of state for producing voter lists or reports will be deposited into the secretary of state's general services operating fund. An important new provision requires that any information submitted by a requesting party to obtain voter information under certain conditions will itself be considered an exempt record, adding an extra layer of privacy protection.
