This bill amends the Multiple Dwelling Law to expand the list of community districts where pilot programs can be established to address the legalization or conversion of basement and cellar dwellings. Specifically, the bill adds Brooklyn Community District five and Queens Community Districts one, three, and four to the existing list of eligible districts. These pilot programs are designed to help legalize or convert certain underground living spaces, which can be important for creating additional affordable housing in densely populated urban areas. The bill allows community boards in the newly added districts to submit a resolution supporting or opposing their inclusion in the program within 90 days of the article's effective date. The proposed changes would take effect immediately and be retroactively applied from April 20, 2024. The expansion of eligible districts provides more opportunities for local governments to develop strategies for addressing housing challenges in additional neighborhoods across New York City's boroughs.
