Bill Summary
Amends the O'Hare Driver Safety Act. Allows the Illinois State Police (rather than the Illinois Toll Highway Authority) to issue the violation of stopping or standing within one-half mile of O'Hare International Airport to the lessee of the vehicle in the same manner as it would issue a violation to a registered owner of a vehicle. Provides that the State Police (rather than the Authority) shall procure, and after procurement, have oversight over (rather than install and maintain) automated traffic safety systems along traffic routes within a one-half mile radius of: (1) the eastern entrance to O'Hare International Airport; and (2) the intersection of Interstate 90 and Interstate 294. Provides that the Authority and the Department of Transportation shall allow the installation of automated traffic safety systems upon light poles under their jurisdiction. Requires the State Police (rather than the Authority) to issue a written notice of the violation to the registered owner of the vehicle as the alleged violator. Requires the State Police (rather than the Authority) to adopt rules necessary to implement and administer the Act. Allows the State Police to procure a single contract or multiple contracts to implement the Act. Makes other changes.
AI Summary
This bill amends the O'Hare Driver Safety Act to transfer responsibilities for monitoring and enforcing traffic restrictions near O'Hare International Airport from the Illinois Toll Highway Authority to the Illinois State Police. Specifically, the bill allows the State Police to issue violations to vehicle lessees within a half-mile radius of the airport's eastern entrance and the intersection of Interstates 90 and 294, replacing the previous authority of the Toll Highway Authority. The bill defines key terms like "automated traffic safety system" and adds provisions for installing monitoring systems on light poles under the jurisdiction of the Department of Transportation and Toll Highway Authority. It establishes a $100 fine for violations, which will be deposited into the State Police Law Enforcement Administration Fund, and requires detailed written notices to be sent to vehicle owners, including information about the violation, potential penalties, and options for response. The bill also provides the State Police with the ability to procure contracts to implement the Act, with some exemptions from standard procurement rules. These changes aim to improve traffic safety and enforcement mechanisms around O'Hare International Airport by centralizing oversight and modernizing the monitoring system.
