This bill amends existing Idaho law to establish and enhance the state's ABLE (Achieving a Better Life Experience) account program, which allows individuals with disabilities to save money in tax-advantaged accounts for qualified disability expenses without jeopardizing their eligibility for government assistance programs. The bill creates an Idaho ABLE account program by authorizing the state treasurer to partner with a national ABLE account consortium, establishes an ABLE Account Advisory Council to provide guidance and oversight, and ensures that ABLE account funds will not be counted when determining eligibility for state or local assistance programs. The advisory council will consist of nine members, including the state treasurer (who will chair the council), the executive director of the Idaho State Independent Living Council, and seven additional members appointed by the governor with diverse backgrounds related to disability services, including an ABLE account owner, a parent or guardian of an ABLE account owner, experts in health and welfare, education, and disabled veterans. The council will meet quarterly, provide recommendations to enhance the program's outreach and education, and submit an annual report to the legislature. The bill is set to take effect on July 1, 2025, with the goal of promoting financial independence and opportunities for individuals with disabilities.
