This bill amends the Environmental Protection Act to extend deadlines for reducing or eliminating carbon dioxide equivalent (CO2e) and copollutant emissions from electric generating units (EGUs) and large greenhouse gas-emitting units by approximately 10 years. Specifically, the bill pushes back emission reduction deadlines across different types of fuel sources and unit ownership. For non-public EGUs using coal or oil, the zero-emission deadline is extended from 2030 to 2040. For public EGUs using coal, the CO2e emission reduction timeline is extended from 2035 to 2045, with a corresponding extension of compliance deadlines. The bill also extends deadlines for gas-fueled units, with variations based on their location relative to environmental justice communities and their emissions rates. For example, gas-fueled units with higher emission rates near environmental justice communities now have until 2040 (instead of 2030) to reduce emissions, and other gas-fueled units have until 2050 (instead of 2040). The bill maintains provisions for potential temporary continuance of emissions if grid reliability is at risk and requires ongoing reporting and joint agency reviews of the state's progress toward emission reduction goals.
