This bill repeals and replaces existing provisions related to rebate coupons for manufacturers of intoxicating liquor in Missouri. The new law narrows the scope of cash rebate coupons, specifically allowing manufacturers of intoxicating liquor (except beer and wine) to offer consumer cash rebate coupons under certain conditions. These conditions include: coupons can be published in mass media, advertisements can list rebate amounts but not final retail prices, rebate applications must be made directly by consumers to manufacturers, cash rebates must be paid directly to consumers, and wholesalers and manufacturers can deliver coupons to retailers. Additionally, the bill allows manufacturers of all types of intoxicating liquor (including beer and wine) to offer coupons for nonalcoholic merchandise, but these coupons must be available without a purchase requirement and can be obtained at point of sale, by mail, or at the retailer's cash register. Advertisements for these nonalcoholic merchandise coupons must state that no purchase is required and provide information on how to obtain the items, while the retail value of the merchandise cannot be stated in the advertisement.
