This bill establishes the Restitution and Redress for Redlining Task Force to study and address the historical impacts of redlining in Nebraska, particularly in metropolitan areas like Omaha. Redlining was a discriminatory practice where mortgage lenders used color-coded maps to designate neighborhoods as high or low risk based on racial and ethnic demographics, effectively preventing communities of color from accessing housing loans. The task force, consisting of seven members appointed by the Governor, will investigate the long-term economic, educational, and social consequences of these practices, compile documentary evidence, and develop recommendations for potential reparations. The task force will have the power to hold hearings, request documents, and seek testimony, and will be required to submit annual reports to the Legislature with its findings. To support its work, a Restoration Study Fund will be created, which can receive legislative transfers and donations. The task force is set to terminate on November 1, 2028, and will specifically focus on recommending ways to educate the public about redlining's history, address ongoing systemic discrimination, and potentially provide compensation to victims and their descendants, with special consideration for elderly and low-income Nebraskans who were directly impacted by these discriminatory practices.
