AI Summary
This bill creates a comprehensive legal framework addressing commercial sexual exploitation, human trafficking, and related offenses in Nebraska. The key provisions include: changing the existing solicitation of prostitution offense to "commercial sexual exploitation" with new penalties, requiring registration under the Sex Offender Registration Act for certain solicitation and trafficking offenses, creating a grant program to support law enforcement agencies in addressing these crimes, and mandating that the Department of Health and Human Services conduct education and awareness campaigns. The bill introduces more nuanced legal definitions and penalties for different types of trafficking and sexual exploitation, with harsher consequences for offenses involving minors. First-time offenders who solicit sexual services from adults may be subject to a Class I misdemeanor and a $1,000 fine, while offenses involving minors or repeat offenses become Class IV felonies with a $5,000 fine and mandatory sex offender registration. The bill also provides mechanisms for setting aside certain convictions and includes provisions for educational programs aimed at understanding the negative impacts of commercial sexual exploitation. Additionally, the legislation requires mandatory education campaigns focusing on family health, the dangers of pornography, and the potential harm caused by prostitution. The changes to these laws are set to become operative on January 1, 2026, allowing time for implementation and preparation.
