This bill establishes the Blue Envelope Program to improve communication between law enforcement and drivers with autism spectrum disorder (ASD). The Department of Public Safety will administer the program by creating and distributing a special package that includes a blue envelope, a window cling decal, informational materials about effective law enforcement interactions with individuals with ASD, and a contact information card. Individuals with ASD or their parents/guardians can request this package, which is designed to help drivers with ASD communicate more effectively during traffic stops. To participate, drivers must affix the window cling decal to the lower left corner of their rear window, fill out a contact card with a person who can be reached if the driver becomes non-verbal, place their registration, insurance, license, and contact card inside the blue envelope, and store the envelope in an easily accessible location like the glove compartment or visor. The program aims to reduce potential misunderstandings and provide support during interactions with law enforcement. The bill will go into effect on July 1, 2025.
