This bill establishes two significant changes to state government: first, it modifies the existing State Commission on Capitol Preservation and Restoration to develop a process for adding new statues to the State Capitol's exterior that reflect the state's diversity, character, and accomplishments. The commission will be required to create a plan for installing exterior placards or signage that provides historical context about statues and markers around the State Capitol building, with this plan to be submitted to the Joint Committee on Legislative Management by February 1, 2026. Second, the bill creates a new State Historical Commission, composed of 11 members appointed by various legislative and executive leaders, including scholars from accredited higher education institutions. This new commission will have the power to examine and make recommendations to government branches on matters of historical memorialization and commemoration related to Connecticut and United States history. Commission members will serve three-year terms without compensation but will be reimbursed for expenses, and they are required to submit an annual report to the Governor and relevant legislative committee detailing their activities and potential policy recommendations. The changes are set to take effect on July 1, 2025, with initial appointments to be made by September 1, 2025.
