This bill authorizes local jurisdictions to use automated vehicle noise enforcement cameras in designated "vehicle-racing camera enforcement zones" to detect racing of vehicle violations and maximum permissible vehicle equipment sound level violations. These new cameras would use a combination of camera and microphone technologies to capture encrypted audio and visual data, and can only be used in zones specifically designated by local ordinance. The bill amends existing law to define these new cameras as a type of "automated traffic safety camera" and establishes guidelines for their use, including requirements that the cameras can only record audio immediately before, during, and after a violation, and that notices of infraction must include both photographic and audio evidence. Local jurisdictions must follow similar procedural requirements as with other automated traffic safety cameras, such as providing public notice, posting signs, and generating annual reports about camera usage. The bill also specifies that infractions from these cameras will be processed similarly to other traffic camera infractions, will not be added to a driver's record, and are subject to a maximum fine of $145. The new law is set to take effect on January 1, 2026.
