AI Summary
This bill establishes the Increasing Reading Efficiency and Accountability Development (iREAD) pilot program within the State Department of Education to improve early childhood literacy in schools rated "D" and "F", beginning in the 2025-2026 school year. The program will focus on enhancing reading proficiency for elementary students in kindergarten through third grade using educational technology tools and the science of reading. The State Board of Education must develop a comprehensive technology platform with specific requirements, including access to 12,000 interest-based books, weekly testing, real-time data tracking, and features like voice recognition and language adaptability. The program will initially be available to all elementary students in the Jackson Public School District, with plans to expand to other schools with chronic reading inefficiency, prioritizing districts with the largest populations of underserved at-risk four-year-old children. The Legislature will appropriate $750,000 annually to support the program, and the State Board of Education must submit a report by January 1, 2027, documenting the program's effectiveness, student progression, and performance measures, along with recommendations for potential expansion. The goal is to provide a technology-driven approach to improving reading skills in underperforming schools.
