This bill modifies provisions relating to absentee ballot handling and processing in Missouri. If an absentee ballot envelope is incomplete or lacks required notarization, election authorities must now proactively notify voters about the missing information through multiple communication channels, including mail, phone, and email. The voter will be given an opportunity to correct the ballot envelope's deficiencies by completing a new statement and delivering it to the election authority, but only once per ballot and only until the polls close on election day. Only election authority employees may contact voters about missing ballot information, and third-party organizations are prohibited from doing so. The bill also changes the timeline for preparing absentee ballots for tabulation, allowing election authorities to start processing ballots upon receipt instead of waiting until five days before the election. Additionally, absentee ballot preparation must be done by teams that include members from each major political party. The bill removes a previous section that detailed how and when absentee ballots are considered "cast" based on their receipt by election authorities.
