AI Summary
This bill amends the Mental Health and Developmental Disabilities Administrative Act to establish new testing requirements for individuals seeking employment as mental health technician trainees at state-operated developmental centers. Specifically, the bill mandates that all applicants must complete the Test for Adult Basic Education (TABE) and demonstrate basic literacy by achieving a 5th-grade reading and writing proficiency level. Additionally, applicants must pass a series of physical agility tests that include lifting at least 50 pounds, completing a one-mile walk, performing a shuttle run, and successfully executing a patient transfer test. These requirements are supplementary to any existing application or testing standards for the position, meaning they represent extra hurdles candidates must clear to be considered for employment. The bill aims to ensure that mental health technicians have both the basic educational skills and physical capabilities necessary to perform their demanding job responsibilities in developmental centers, which typically involve working with individuals with complex mental health and developmental disabilities.
