This bill establishes a process for Connecticut institutions of higher education to potentially install emergency contraceptive vending machines on campus, beginning in 2025. Each institution's president may appoint a reproductive health care committee composed of students, administrators, and healthcare providers to assess the campus need for such vending machines. If the committee determines a need exists, they can develop an installation plan and apply for a one-time grant from the Office of Higher Education to offset the costs. The Office of Higher Education will create a grant program that provides funding on a first-come, first-served basis, with the total amount per vending machine determined by the Commissioner of Higher Education based on available funding. The grant program will be operational starting January 1, 2026, and will continue until all allocated funds are exhausted. Emergency contraceptives are medications that can prevent pregnancy after unprotected sexual intercourse, and this bill aims to increase their accessibility for college students by allowing their sale through campus vending machines.
