This bill establishes the Mississippi Junior Reserve Officers' Training Corps (JROTC) Promise Grant Program, designed to provide financial assistance to high school graduates who have completed at least one JROTC credit and wish to pursue a certificate or degree at a Mississippi community or junior college. The program offers a "last dollar" scholarship, meaning it covers tuition costs not already met by other gift aid (scholarships or grants that do not require repayment). To be eligible, students must be Mississippi residents, graduate high school with at least a 2.5 GPA, complete the College Preparatory Curriculum, have one JROTC credit, be registered to vote, and have no criminal record beyond traffic violations. To maintain the scholarship, students must remain Mississippi residents, make steady academic progress, maintain a 2.0 GPA, enroll continuously for at least two semesters per academic year, and continue to meet the initial eligibility requirements. Students can receive the grant for up to four semesters and must first apply for federal grants. The Postsecondary Education Financial Assistance Board will administer the program, creating rules for implementation, including outreach strategies and application procedures. The program aims to incentivize JROTC participation and support postsecondary education for these students, with the grant taking effect on July 1, 2025.
