This bill establishes the Wyoming Housing Investment Program to address the state's critical shortage of affordable housing. The program creates a dedicated housing investment account that will receive transfers from existing state accounts: $10 million in both 2025 and 2026, and then $20 million annually from 2027 to 2030. The account will fund housing projects through grants and loans to nonprofit entities and businesses, with specific allocation guidelines: up to 50% for nonprofit grants and loans (covering new housing construction, rehabilitation, transitional housing, first-time homebuyer assistance, and rental vouchers), up to 45% for business loans for similar housing projects, up to 4% for capacity-building grants to cities and counties, and up to 1% for administrative expenses. Loans to nonprofits will have zero percent interest, while business loans will have interest rates not exceeding the federal funds rate. The Wyoming Housing Authority will administer the program, establish an application process, and be required to submit annual reports to the legislature detailing account balance, grants and loans made, and outstanding loans. The program has a sunset date of July 1, 2031, after which no new grants or loans can be issued, and any remaining funds will be transferred to the state's strategic investments and projects account.
