AI Summary
This bill expands Hawaii's Electronic Device Recycling and Recovery Act by broadening the definition of "electronic device" to include additional peripherals like keyboards, mice, game consoles, power adapters, speakers, and video players. It modifies manufacturer requirements by excluding manufacturers who only produce electronic device peripherals from the law's requirements. The bill changes the Department of Health's penalty enforcement from a mandatory to a discretionary approach, allowing the department to determine additional penalties based on environmental impact and other factors. Manufacturers' recycling plans must now describe communication efforts with state and county governments to facilitate consumer education. The bill removes the previous requirement that recycling plans be fully operational by January 1, 2023, and establishes new recycling goals for manufacturers, incrementally increasing from 63% to 70% of electronic devices by weight between 2025 and 2027. Manufacturers must now provide more detailed reporting, including information about collection locations, device types, recyclers, and reuse facilities. Collectors will be required to report additional information about recyclers and refurbishers, and the Department of Health can request additional documentation. Finally, the bill mandates a comprehensive report to the Legislature by 2028 evaluating the electronic device recycling program's effectiveness and potentially recommending future legislative changes.
