This bill introduces a Tri-Position Identification Number (Tri-PIN) system for Maryland's Executive Branch state government, designed to provide more flexible employment arrangements. The system allows positions traditionally filled by one full-time employee to instead be filled by either a single full-time employee or two part-time employees in a job-sharing arrangement. Starting October 1, 2025, appropriate officials (secretaries of principal departments) must review vacant positions to determine if they can be part of the Tri-PIN system. When conducting these reviews, officials must consider factors such as job duty divisibility, work quality, budgetary requirements, availability of part-time candidates, recruitment needs, labor law compliance, and potential risks. For each vacancy, officials must either designate the position as eligible for job sharing or document why it should remain a single full-time position. The goal is to enhance workforce flexibility, potentially improve employee retention and work-life balance, and provide more diverse employment opportunities within state government. The bill applies to all Executive Branch units, including those with independent personnel systems, and aims to implement the Tri-PIN system to the extent practicable across state agencies.
