This bill increases the membership of the State Board of Education from 13 to 14 members by adding a dedicated early childhood development professional. The new member must have extensive experience in child care business operations and early childhood curriculum and development. The Governor will appoint this member with the advice and consent of the Senate, selecting from a list of three qualified individuals submitted by the Office of Child Care Advisory Council. The bill requires the Department of Education to notify licensed child care providers about this new board position. Like the teacher and parent members already on the board, the early childhood development professional will be able to attend and participate in executive sessions but with specific limitations on voting. The new board member is intended to bring specialized expertise in early childhood education to the State Board, ensuring that the unique needs and perspectives of early childhood learning are represented at the state policy level. The provisions of this bill will take effect on July 1, 2025, allowing time for implementation and selection of the first early childhood development board member.
